Hannan approvingly quoting Powell's speech opposing Race Relations bill, which prohibited discrimination on basis of ethnicity. Eg the famous constituent's right as a landlady to refuse to rent to Black people, which Hannan seems to be arguing to restore. Can I call him racist yet or no?
