I think this is a question of semantics.
I suspect that the Government would not have been willing to dismiss their appeals of her habeas case and her student SEVIS case if she had stayed in the country — her departure effectively mooted that litigation which made dismissal more palatable.

There is no indication of a financial component to the settlement. It looks like just an agreement to dismiss all five cases.
(But money is not impossible, I guess.)
But the judgment is explicit about that "the court will retain jurisdiction to enforce the parties' settlement agreement."

Not that this minutia is important, but the First Circuit acted on the dismissal motion quite quickly, 3:46pm. [ unlike a certain other pending motion in that case, ahem. ]
So, too, Öztürk habeas dismissal in D. Vt.

And they filed a similar (presumably) motion in the First Circuit just now, although we can't actually see what it says because FRAP 25(a)(5) is annoying.

Öztürk's lawyers submitted a (completely*) redacted version last night of a sealed filing to the First Circuit from April 9.
One might speculate it was disclosing her departure to the Court, but maybe not.
The settlement agreement resolves the Government's BIA appeal of her deportation case dismissal, as well as her habeas (on appeal to 2nd circuit) and SEVIS (student status; on appeal to 1st circuit) cases.
Rümeysa Öztürk, the Tufts student detained be ICE last March who repeatedly won legal battles, has finished her Ph.D and returned to her native Türkiye (aka Turkey), the ACLU says in a press release.
There is a settlement agreement as well.

This suggests that the discussion was at the May 2025 budget hearings (which were public meetings), and I do remember (vaguely) such a discussion of the city's intention with respect to artificial turf conversion.
I am not quite sure that I followed the discussion sufficiently carefully. I had the impression it was made during the 2026 budget planning which went from fall 2024–spring 2025.
That might not be right.

Also, if it's not clear, the argument in favor of artificial turf over grass is that it allows a much greater utilization of the field, and there is a big shortage of fields in Cambridge.
