If you are having a new issue with your adapter not connecting to Dolphin, try closing Steam fully so it no longer shows up in your taskbar.
Steam has been rolling out an update which adds support for GC adapters and thus prevents Dolphin from using them.

Nicolet's Netplay Tournament Suite (NTS) is a collection of tools which reduce TO workload, like managing multiple broadcasts, overlay automation, pinging sets that haven't started, swapping the winner of a set, and allowing players to DQ themselves.
