Yes, for cities starting from scratch or nearly so, the side street route is likely to still have parked cars, cut through traffic, conflict with arterials every few blocks and no destinations. When my neighborhood got route improvements protected arterial routes were clearly safer and more usable.

Playing with symbology and the SDOT crash data. Red translucent circles are pedestrian or cyclist serious injuries or fatalities, so circle looks darker when they stack. For the heatmap (blue fuzzy) I used all ped/cyc crashes with any injuries. This is just District 5, because I live here.

Barcelona has metro, trams, buses, bike-lanes, and walkable (& sit-able) streets. They also have these electric “trackless trams,” which are smooth-riding long buses that look like trams (which are considered cooler so it might help with ridership). I admit, they ARE very cool.
