Thirty-six states have to vote to ratify an amendment. If it went to referendum in each state, I think it would be much easier to pass, but a number of states, especially in the South, set the criteria for referenda to be on the ballot at practically impossible levels. They don't want us to vote

I've thought quite a bit about the constitutional amendments that should be made, and I think they'd get pretty broad support from the populace. Navigating the amendment process is a different story, though

That and the Constitution really needs some fundamental changes to ensure that legislators' fortunes are tied tightly to everyone else's
