To me this is an optimization. In a resolution mechanic:
- P(win)=100% rewards action and creates momentum
- P(win)=50% gives the most surprising outcome and maximizes risk
- P(lose)>0% sets boundaries and creates challenges
But I guess you're not wrong to call these tradeoffs "balance."
