No, the War Department was previously the Department of the Army (and its AF). The Navy never fell under it.
It looks like direct travel between India and China is going to be resumed. So at least in the short term, and at the public diplomacy level -- and maybe more deeply -- there seems to be a warming between India and China. That could have geopolitical implications.
Regarding India, Modi's attendance is symbolically important. Modi did not attend the last SCO summit. The SCO has grown into a kind of China-centered alternative security forum. Given the traditional alignments on the Asian geopolitical chessboard, Modi's participation is significant.
(That said, Putin is evidently going to use this summit to give other participants his version of the conversations in Anchorage, and to seek to use the SCO forum to his diplomatic advantage.)
But Xi is walking a fine line, giving Putin some material assistance, but not going so far as to provide direct military support, which could then trigger sanctions from the US and other parts of the world.
Regarding implications for Ukraine: It's not good, certainly on the public diplomacy level. Remember that just before Putin launched his invasion, after the 2022 Olympics in China, he and Xi announced their "no limits" partnership; it appeared that Putin had a kind of tacit approval from Xi.
It's a win for Putin as well -- his second red-carpet summit, after the one with President Trump in Anchorage. Putin couldn't go to recent BRICS summits in Brazil and South Africa, because there's an arrest warrant out for him from the International Criminal Court. He's having a good August.
I spoke with Richard Spurr on LBC Radio this morning (London) about Putin and Modi's attendance at the Shanghai Cooperation Organization summit hosted by Xi.
Certainly on the public relations side, it is a win for Xi, who is convening a growing security forum seen as a counter to the West.

I wish President Trump well in this meeting, of course, but it is hard to see this as anything but a major win for Putin.

Pres. Trump's post on ending Russia's "ridiculous" war in Ukraine seems to recognize that Russia is the problem, and open the door to a strategy of maximum pressure on Putin.
