I suspect the actual work doesn't take 2 years, but instead they are spreading the cost over multiple accounting periods for budgeting / cashflow reasons.

Same reason why Disney takes so long to build some things vs. Universal when they both use the same construction companies.

Yeah it was the same for me, Japan was top of my bucket list and I loved it so much that I now try to get back there once a year.
