This is what we do - 6h for Y1, 6+3 for Y2 (the half-day for finalising analysis, and vivas), and 6+6 for Y3.
If teaching staff are just content pushers, and not getting their students to do some thinking in class time (and giving them something meaningful to work on outside), that's on them.
Lab programmes are often the most tightly-coordinated and carefully scheduled parts of a degree. If theory learning "suffers" at the hands of the lab, it's probably because of massively varying expectations in a plethora of taught courses delivered by a small army of unherdable cats.
We always try to avoid other things being scheduled on lab days. I'm not saying we always win the fight with the god of timetabling, but I'll always ask if a 9am, or a 4/5pm can be moved.
The first one being "who the hell timetables lectures at the same time as labs?".
