A long time ago I went for an interview where every question was read impersonally from behind a large book. No follow ups, clearly looking for conformity with prescribed responses. So this poor HR approach isn’t new, just an adaptation.

Suppresses all the pay grades below them, too

That’s a real problem with the public sector, not excess at the top.
