If you have minimal automated tests then: Is it better to have automated all the AC but not considered what layer you are automating at and probably duplicating effort OR aiming for more maturity by discussing what can be automated at each layer and avoiding duplication?

Both. There are alot of companies out there that have the view that if they have everything automated (where possible and relevant) then the QA team have played their part to providing confidence to the management and big bosses.
