Because when cars go past me at 20 mph they do it on the street while I'm on the pavement. When cyclists go past me at 20 mph sometimes they use the bike lane, sometimes they use the pavement and give me an inch of room. Cyclists might be wary of cars, pedestrians have to be wary of it ALL.

Cyclists and pedestrians are on the same side, and conflicts like these arise because we are all being crammed into small slivers of space not taken by cars. Cyclists need to be courteous, yes, but a lot of this is solved by better infrastructure.

Also, most cyclists are not riding at 20 mph.
