Let’s at least investigate the opposite - that a government official performing an act would indicate full legal support for that act for citizens. No matter how captured the executive is or how many representatives a party could post, every action would need to respect more than their voice for senate activity to pass. The senate doesn’t become a conservative blockade, it becomes a necessity towards bipartisanship.

The senate is an interesting place to wiggle our government parts. My wish for wiggle would change almost nothing except senate elections. Both from each state elected simultaneously, as the top two vote getters, meaning at a minimum the largest minority party is equal, at least in the senate.
