It's called ringing, an artefact created in camera by the EMI 2001 cameras in use at the time. Although it's really a PAL encoding artefact. It's made worse when copied analogue PAL to other PAL machines. This can be improved using the BBC Transform decoder but it's impossible to completely remove.
