District staff do not roam the woods all day.
But to spend more time in the field, they do lean on R&D and Regional Offices for science & policy direction.

Exactly. A poor reorg is just as devastating as a mass RIF. Impact is the same. Work exists on paper but not in reality. When I saw those plans for Forest Service I was devastated for you knowing how destructive this will be. Add in a continued culture of fear and uncertainty… waves hand around
And any requests for work need approval, over $100k needs political approval, to someone who may not understand the reason why research is being done. It’s created a bottleneck, leading to inefficiencies and delays on getting work started
Everyone wants to do what they are supposed to but are so terrified of doing the wrong thing essentially everything is stalled.
To note - only 1/3 of former ORD is in the “new and improved” OASES research arm. Those who were more may not have the expertise for the new area (making them easier to fire for poor performance) and no one has any idea what can or can not continue.
This is a perfect summary of everything happening with the destruction of ORD and the reorg related to my earlier post - “No one knows what they’re supposed to be doing, all of management is so scared of making a mistake they won’t commit themselves to any decisions”

They are attacking both NEPA and ESA. Successfully unfortunately. 2 regs that actually had teeth. It will be devastating to the ecosystem
The reason superfund sites aren’t being cleaned up faster? We realistically don’t get the funding as is to clean them up. Cut that in half? It won’t happen. Clean water, we could do more. You are talking an $8B budget to do massive work yearly. The war funds could have paid to make America better
The proposed budget for epa wouldn’t give us enough to cover minimum statutory requirements we have to fulfill. It’s like they threw a number out and said work with it, without knowing anything that we do as required legally and what the cost of that is.
