If they want to provide a fancy UI on top of the raw data and value-added things like indexes to allow free-text searching the data, then sure, they can trot out WAFs with captchas for that bit.
I think my main thrust is the underlying data can be provided robustly and cheaply, and it should be.
Sure - so they should figure out how to serve the public good while protecting their own interests. A lot of data could exist as an S3 bucket with rate limits, billed at $0.04/GB transfer and $0.01/1K requests.
e.g. in 2016 PACER cost $3M to operate, but charged $146M in fees. Lunacy, but common.
(and I do understand the cost concerns around crawlers, having operated multiple sites that got aggressively, maliciously or incompetent crawled at the 100s of reqs/sec rate -- there are solutions that don't involve banning all access, IMO)
I'm pretty bullish on what AI can do, especially in this area of democratizing wacky one-off personal projects.
I do think it'll be hampered a bit by how many sites block scrapers/crawlers. I'm optimistic (foolishly?) that government-run stuff can be legislated to disable such blockers, tho.

CCTV footage appears to show DHS agents posing as people having car trouble in order to lure a target out of his house before arresting them. The target comes out and starts helping them before 3 vehicles surround the scene. The car "experiencing" trouble then drives off with them.

It shows protesters -- on the sidewalk, impeding no one -- getting drive-by maced by an ICE agent from a truck as it rolls away down the road.
Hard to see how such tactics are justifiable.
