Why is steam region locking indies?

I had this exact issue happen, and it was with indie games too. Why on earth is steam region locking?

My favorite soundtracks were always the Squaresoft/ Square Enix titles from the ps1 era. Particularly the ones composed by Yasunori Mitsuda (Xenogears, Chrono Cross), and Yoko Shimomura (Legend of Mana, Parasite Eve).

Nier Automata, Shadow of the Collosus, and Teranigma are also favs.
