This would be unparliamentary conduct under Rule XXXIV assuming it offends at least one Senator; it is certainly ableist and taking his words at face value, they amount to a threat to commit an act that amounts to a crime against a public officail. Should he get off simply because he apologized?
Executive clemency takes on many forms and, in criminal cases, is extended only upon a final conviction. In the Mabilog case, the order extends only to the administrative disqualifications arising from his dismissal order by the Ombudsman. Simply means, he can run again.

Landing numbers 1, 4, 5, 6, 17, and 20 in the top 20 is great. A 100% passing rate (or as near to it as possible) for all UP examinees would be better. But a game 3 win on Sunday against the green archers would be the best.
Perhaps the Supreme Court can consider having regional oath takings and roll signings--Luzon (Metro Manila), Visayas (Cebu), Mindanao (CDO). It would also be the first time that en banc sessions would be held outside of Luzon (Metro Manila and Baguio).

Unlike the Philippine model, where the judiciary plays a limited role (the Chief Justice presides over a trial where the President is impeached), the South Korean model has the Constitutional Court as the final vote on impeachment.
Impeachment season in the PH again, with the filing of complaints against the vice president by various groups. While largely political, it is also partly legal and the House may need to get its constitutionalists (if any) on the same page to arrive at operational definitions of the grounds.
So much fodder for criminal law and evidence classes.
What was it that Shakespeare said, "a pox on both your houses"? Congress should not play into the drama that is being sold. Focus on the issues: a) accountability for the EJKs, b) accountability for confidential funds, c) justice for the victims of the EJKs.
Drama sells; unfortunately, at the expense of public interest and public accountability.
