In other words, impoundment was never legal. The first time it was adjudicated, they lost. The ICA didn't make impoundment illegal. It was always illegal.

Vought is now illegally impounding tens of billions of dollars.

Vought responds with his incorrect line that presidents had been impounding for 200 years, until the ICA came along and "wrongly" took away the president's ability to impound.

The Russ Vought hearing is starting now. It's the first time Vought has testified before Congress since his confirmation hearings, so it's the first time Congress will be able to question him about the onslaught of illegal budgetary actions he has undertaken. I'll be posting in this thread.
