I just checked laws. They can charge a levy but it must be disclosed before purchase (it wasn't) and not excessive (it was). It was an in stock item. I'll be reporting through ACCC if they don't refund it. According to ACCC rules they have not been transparent about the levy. I'm so, so mad!!!
