Whether you consider yourself a community journalist or not, it certainly seems like you are -- and you have a broad reach to a local crowd. This was about giving a time sensitive public message and disclosure.
I just wanna say as a retrospective that you have direct comms to me and others. I can do far more valid documentation than your average poster sending you grainy photos of a note on a window. It's disappointing that only the Washington Post, whom I didn't even tag, broke this story and followed up.
Only ANCs seemed to want to fight about it (not like they have any formal power here). Amusingly and depressingly, I kinda wonder if this breaks the oft-broken rules about noticing intent of actions to ANCs from exec agencies (probably not, I think "public safety" is exempt).
I don't doubt others are to blame, but MPD's Chief Smith made the request, Mayor Bowser sits above her and failed to provide any support for the circle afterwards, NPS + USPP kept the circle closed after the MPD request was rescinded, and no one, including Council, communicated outwards.
I tagged some of them (I hope washprobs sees my post), but I have publicly provided what feels like sufficiently damning documentation here.

B. did not communicate what they did to other government stakeholders or the general public
C. rescinded only at the 11th hour, once it was made public, and with a sort of wink and nod like "we just don't want people to be mad"

I cannot stress this enough: for DC’s restaurant scene to thrive, employers must be able to pay their workers less. It’s basic economics, folks.

Council can bolster their protections but the Mayor is above them in the chain or command. She controls their policy, legally and practically, since the chief is her subordinate. And when asked as part of the WaPo piece, when asked, her office didn't disagree, they directed people to the NPS.
Well she is the executive above MPD, so presumably she endorsed the request.
This was a statement directed to, as far as I can tell, the Mayor's Office (though it's a bit odd given that MPD operates under the Mayor's Office).
