While she can't use her energy outside her body, she can still condense it and use the heat she generates from it to unleash attacks. That's what her arm and leg bracers are for.
She can even use it for propulsion.
Mega Dimensions fumbled HARD by not adding a Mega Deoxys X & Y, praying the eventual XY Remakes/sequels rectify this
