I feel like a good chunk of this is because it's kinda easy and cheap to make a real subpar beer and then just cram a ton of hops into it. Any deficiencies are masked by the hops.

To be clear: not all IPAs, but if one wants to make a least-effort beer that still sells, this is a way to do that.
