לגבי הנייר, הסיבה היא שהפינוי נמדד בפחים מלאים. מה שלא בפח, לא יפונה. אבל הנפח נמצא בדרך כלל בשטח הבניין או הבית, או לפחות ככה זה בברלין, כך שאני לא רואה איך אפשר לקבל על זה קנס. הכי הרבה, לא יאספו את זה.
