In something I'm writing, the PCs are absolutely powerless on the face of it. I even say in the text, that even if they managed to overcome the threat in front of them, it ultimately won't matter as the larger system backing them will just replace your foes. But thats no reason not to try...

Rewind is a 1980s movie-themed Anthology Campaign, centered around the dead end town of Butcher Creek. For up to 5 players, Rewind leads 5 groups of Investigators through adventures themed around 1980s movie classics
That's the key. Its a framework, not a script. I don't think I've ever run anything exactly as written, and it's not a negative or a criticism of the work, but just part of the GMing creative process.
