This is the crux of the matter. Arbitrary numbers and increases without an overall new concept is problematic. Even a substantial and fiscally painful 1-2% increase now is just going to plug shortfalls in the existing set up when then are some fairly substantial gaps which aren't being addressed.

#OTD 2 April 1801 the Battle of Copenhagen - Contrary to popular (British) belief the Danish-Norwegian Navy was not destroyed:

Of 28 ships of the line 7 old hulls were engaged in the battle with 7 lost/captured (25%)

Of 14 frigates 3 were engaged with 1 lost (7%)

If a reinterpretation hinges on a single word then it might need a bit more work. In WW2 terms I can think of quite a significant revision that hinges on 3 statements, but I still would not be comfortable making a big thing out of it.

Yes western warfare has been based on the silver bullet opening salvo that is operationally impressive, but if it doesn't deliver a knockout blow won't win the war. Again not new, how long did 🇫🇷🇬🇧🇮🇹 alone maintain precision warfare in Libya? 1-2 days.

There are two issues here, 1.) the Tomahawk, its characteristics and appeal and my only point was there is more to that FT graph on second glance 2.) the economics and sheer cost of warfare - Air and Missile Defence shows this better in a way though the surprise of the 5000 €/$ 155mm shell does too

not a new problem. Equally though TLAM is not employed on every target nor alone the measure of strike potential or wartime endurance. There the situation is different in the 2020s to 10-20 years ago. There is greater array of ordnance in the pipeline and the economics of weapon usage more of thing.
