No, they weren’t. High pressure sodium lamps are not the same as incandescent lamps.

Street lights used HPS lamps for their efficiency and reliability compared with incandescent lamps. Incandescent lamps were never, at any point, widely used in street lights. The old-fashioned orange glow is HPS.
