It’s too early to draw concrete conclusions, but initial data from @mta.info and partners show that Congestion Pricing is working in NYC!

Short story: Both should align with the outcomes of projects we've built in the past. So establish those benchmarks and compare, making sure it is an apples-to-apples comparison. If they are different, you have two choices: 1) make the model better, or 2) apply an adjustment factor.
