You want really crazy, try here in DC where the elected AG can't prosecute crimes, and only the Trump appointed US Attorney is in control
The issue here is that the AG in Wisconsin went to civil court because that is his basic jurisdiction - civil claims. It would be up to the District Attorney to prosecute it as a crime, and the DA with jurisdiction here looks to be a Republican - so you know how that goes
