What type of API response are you looking for? generally, the SPC website works great for things like geojson, kml for the latest outlook.

Your map skillz are second to none, but these small yellow dots overtop the light green shading with the county lines are near impossible for me to see...
I tried to compute this with my database and found too many bad data points to come up with an authoritative answer :( There are a couple of NC Outerbanks and South Florida outlook slivers that likely had a higher ratio, but hard to tell for sure.
I don't know of a 100% solution for this. I think generally Trace snow should be excluded from most any analysis due to inconsistencies with reporting over the years.

Kind of a backwards indicator, but a monthly accounting of what my database holds for NWS Record Event Report (RER) text products. Note 1 RER does not equate to 1 Record Set and many other caveats with this. Anyway, this chart nicely shows how epic March 2012 was and see what this March does.

I got so excited a year or so ago when NCEI released GHCNh as it had a bunch of data prior to what ISH had. I ingested it and have regretted it since. yeah, that start year setting exists for this purpose. I have done some manual cleaning for this site as well, but uffties.
