It’s absolutely a villainous overreach by a government that’s gotten a little too comfortable trying to control people while bending over for large corporations.
There does seem to be language in it which might limit it to things that have "user accounts" or "user profiles" which could exempt other stuff, and I didn't see anything which says this information has to be stored anywhere outside of the device itself so it could be worse. But it's still horrible.

The past being fluid, to me, is explained most easily with: what did you have for breakfast 26 years ago today?

I’ve thought about that a lot, and the working model I’ve built for that story has time essentially “looking” like an hourglass; the past and the future being two cones, the present being the point where they intersect.
It folds in “chance” or “probability” as a second time dimension.
Or is it more that what we consider history is also fluid, and we’ve reached a point where we can more easily track the changes since we’re documenting everything. As in you didn’t change universes, the universe itself changed.
I’m curious about the mechanics behind slipping. Is it just your consciousness, or is there a physical aspect? If memory is mechanical, as in it’s stored in the meat, the there would have to be some physical component.
