I think you’re overthinking. I think this is a case of Starmer announcing the appointment before the process was finished and the CS saying “he’s who the PM wants” and being unwilling to tell him that it can’t happen.

A few years back I went to see Jools Holland & his Big Band. The singer was Lulu & I was dreading it because all I could remember was ‘Shout’. She turned out to be awesome! What a soulful voice. Knocked it out of the park!
