Numerous explosions were heard across the city, and damage was reported to residential buildings, cars, and a medical facility.
The ombudsman called on the international community to move from statements to concrete action: to ensure access for international missions, strengthen the documentation of crimes, and establish effective response mechanisms.

At the same time, Russia continues to manipulate these facts. It is itself shelling the city, deliberately destroying civilian infrastructure, and then attempting to shift responsibility for its own crimes onto Ukraine. This is a deliberate and cynical information tactic.
"Published materials from the city document large-scale destruction and devastated civilian infrastructure. The humanitarian situation in the city continues to deteriorate. People there are not living - they are surviving," said Ukrainian Ombudsman Dmytro Lubinets.
