I would have thought that if your MO was to replace gullies with roads with pipes under them, and then you end up with peak flows that are unprecedented due to climate change, the situation is fairly unavoidable and this would apply anywhere?

I saw an interesting article the other day which suggested that they had migrated from BGP-based blocking to a more sophisticated system. In any case, if the servers and DNS are all inside any black-out line, why would access to online education be an issue? Obviously network topology matters.

Looks right for law, too, except our "data" are often precedents "tangled together" with the facts of the previous cases, and the facts of the case at bar, in similarly subtle ways; and in law we get to try and shape the laws, which is less feasible in the physical sciences!
