I also head canon that Vox can modify his body so much that it also includes his junk area. He naturally has just one.
If you look at his body when he had the CRT head his skin was more of a grey. While now is a dark navy. He can definitely change his body at will.

If you look at a modern tv or a vintage tv. They had air slits or vents to help cooling. The Hazbin art director said that they’re vents on his ribs not gills.

They’re vents! The art director said so. I also have the issue when people draw Vox nude and he has two penises like a shark. It’s never been revealed or said by Viv that he’s a complete shark hybrid and has those qualities. He just really likes them.
