I think the town in 2 is just a literal manifestation of inner conflict, intrusive thoughts, trauma, and anything else weighing on them. It's not JUST guilt and self punishment. Trying to read it as a personal hell feels very incomplete to me, and Angela's story in particular brings that into focus

I don't think Angela believes she deserves to relive her rape over and over again, even if part of her feels guilty for killing her abusers. I don't think there is much dialogue pointing to Angela feeling guilty about the killing specifically, I think she feels more self loathing and hopelessness

I'm sorry but if you interpret Silent Hill as a town that "punishes" "guilty" people I have no interest in hearing any of your thoughts on the games

Please think about Angela's story a little bit more
