Moscow's tactic for this #28point paper is:
- USA makes Zelensky sign this paper
- Moscow gets to decide whether or not to sign the paper as an attachment to the Grant Treaty between Russia and the USA.
This is why Kyiv knows that as is the paper must not be signed. There is always the exit:
