Catenary is beautiful. The legislature agrees, by passing #AB2503 and SB 71 to exempt rail electrification from CEQA visual analysis impacts. Let's build a lot more of this in California!

SB 71 extends #AB2503, the CEQA exemption for rail electrification we won last year, along with other transit exemptions. Great job to the legislature and governor for making this happen. Let's get to work electrifying Metrolink, Capitol Corridor & the Surfliner without fear of frivolous lawsuits!

- Metrolink electrification is in the State Rail Plan
Parent is now talking about extending existing CEQA exemptions for green transit projects - like #AB2503, and #SB71 which extends it.
This excellent whitepaper recommends many of the reforms we've been fighting for, including building state capacity, moving away from complex competitive grant programs, and streamlining environmental review for low-carbon transit. There's even a shoutout to #AB2503!
Caltrans uses numbers from Caltrain electrification, which was stymied by a CEQA lawsuit, political interference from the Trump administration, and inexperienced consultants that over-spec'd the system. We've passed #AB2503 to fix the first part and are working on the other aspects!

This cost estimate for Metrolink electrification is uses Caltrain costs, which can brought down significantly by #AB2503 and if we pass #SB445 this year.
We are interested in solving transit construction costs! Last year we passed #AB2503 which will help speed up CAHSR phase 2 and other electric rail projects. This year, there's #SB445 to stop corporate utility stonewalling of construction permits.
Electrifying the majority of these corridors does not require CEQA, as they're either already environmentally cleared or exempt thanks to #AB2503
State of CA is pushing hydrogen on agencies to develop the hydrogen market at the behest of the hydrogen lobby. Plus electrification is perceived as impractically expensive due to the experience of Caltrain (which made many avoidable mistakes) - which is why we passed #AB2503.
To be clear, $12.5 million/mile is too high. We are hopeful that
#AB2503 will bring down the cost of catenary, and that a
#JustTransitionForCaltrans and rolling electrification program will do more in the future.
But there is obvious inconsistency about what counts as a reasonable cost.
With the passage of #AB2503, agencies can't use NIMBYs/outrageous costs as an excuse to avoid wires. Up next, we need to fund train electrification so it can compete on a level playing field with highly subsidized hydrogen!

Metro just eliminated years of delay, millions in consultant costs and litigation risk by using the SB 922 CEQA exemption for bus rapid transit. We need to extend this CEQA exemption for rail electrification so we can electrify Metrolink and the Surfliner. Pass #AB2503!
