Iori had a normal life because Samura decided to get himself out of the picture although he didn't ask her what she wanted. Honestly this is the first time she has been given a real chance at choosing one or the other.

Chihiro didn't really have a choice to have a normal life nor the choice to return to it when his father died because living with his father was all he knew. The other person he had left was Shiba who also wanted revenge.

OK so what intrigued me about this chapter is why Samura told Shiba it was better if Chihiro doesn't know about their sins since his whole deal IS making everyone aware they weren't heroes and did something terrible. Why does he prefer Chihiro remaining oblivious?

Samura choosing to fight with a normal blade, giving Uruha a chance to fight fairly, really makes it feel like it's a clash of ideals and perspectives, the same way Sojo and Chihiro's fight was, the same way it's been for other fights between enchanted blade users.

Samura is fighting because people have died for them, believing them heroes when not knowing the whole truth, because whatever happened back then was so bad he believes they are the greater evil right now since they weren't even held accountable for it.

Meeting Chihiro or Hakuri is not what made him fight for his life, it was the sense of duty. Uruha giving up would make the sacrifice worthless and he can't allow that.
