Busia leaders warn school principals against defying ministry directive Busia leaders have issued a stern warning to school heads who are defiant to the directive issued by the Ministry of Education regarding issuance of academic certificates to students without any hindrances. Education Cabinet Secretary Julius Ogamba ordered all public and private schools withholding Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) certificates to release them to former students regardless of outstanding fees. In light of the directive, Matayos MP Geofrey Odanga, who spoke at St. Teresa’s Girls Primary School in Busia Town during the commissioning of a Grade Nine classroom, cautioned School Principals in his constituency against withholding the certificates. He reiterated that such actions were in violation of the law and also hindered the education progress of students, adding that those who violated this directive would face the full force of the law. “The directive applies to all schools, whether public or private. It is based on the Kenya National Examination Council Act, 2012, Section 10 (1b), which states that no certificates should be held by any institution or individual for any reason. Therefore, those in violation will face the law,” said Odanga. Similarly, Teso South MP Mary Emase, who is also a member of the Parliamentary Education Committee, issued the same warning, noting that if School Principals persisted in withholding of certificates, students would be directed to collect their certificates from County and Sub-County Education offices. “If the School Principals continue withholding certificates, we are going to ensure that they submit the certificates to Education offices in the County and Sub-Counties, so that former students can collect them from there,” remarked Emase. However, the head teachers, through the Kenya Secondary School Heads Association (KESSHA), criticized this move and urged the government to provide alternative measures for debt recovery so as to ensure the smooth running of day-to-day school activities. Busia County receives Ultrasound machines to boost maternal health Maternal healthcare in Busia County has received a boost after Rainbow 4 Afrika UK donated ultrasound machines to Matayos level IV and Angurai hospitals. The two hospitals become the third and fourth to receive the ultrasound machines, which costs Sh1.2 million each, which have previously been donated to Sio Port and Nangina Mission Hospitals Speaking during the handover of the machine at Matayos Level IV hospital, Busia County Deputy Governor, Arthur Odera, said this will help to save the lives of mothers and children during birth. “This machine will help to prevent the death of our pregnant mothers and children during birth and other related problems,” he said. Odera added that the machine would detect any problem with the unborn child and treatment to be done in advance in order to save the life of the child and the mother,” he said. The DG also said that the x-ray machine, which has been at Matayos Level IV hospital since 2022, will start to work in July. “We have an X-Ray machine that was purchased in 2022 but we had not prepared a place for the machine. Right now, the contractor is working on the X-Ray room and by July the X-Ray services will be available here at Matayos Sub County Hospital,” he said Dr. Frank Wanyama, from Rainbow 4 Africa UK Kenya, said they were committed to strengthening healthcare systems in the County with the aim of reducing maternal death. “We want to protect life. That’s why we have brought the Ultrasound machines so that our mothers can give birth safely and to healthy children. Busia farmers urged to invest in edible oil raw materials The government has urged farmers in Busia to invest in groundnuts, simsim, sunflower and soy beans with a view to developing the county’s economy. Micro Small and Medium Enterprises (MSMEs) Principal Secretary (PS) Susan Mang’eni, while speaking during the disbursement of Sh24.5 million grant to 35 cooperative societies in Busia, said Kenya spends about Sh150 billion per year in importing edible oil raw materials. However, Mang’eni was emphatic that we have the potential to produce our own raw materials of the edible oil locally, adding, “It’s time for the local farmers to invest in their farms, produce the requisite materials and get the money that is being used to import such supplies from other countries,” she said. The PS encouraged farmers to invest the grant funds in producing edible oil raw materials, adding that Busia is the only county within Western Kenya region that has a Special Economic Zone (EPZ). This grant to Saccos was done through the collaboration between the World Bank and the national government and also the National Agricultural Value Chain Development Project (NAVCDP). “Every year, we need around 40,000 tons of edible oil and this cannot be produced by Busia alone, so we need to bring on board more people so that we can increase our production level,” she said. “The Nasewa EPZ is a special economic zone and Busia is the gateway to East and Central Africa,” she said. The PS challenged the local farmers to fully utilize the county’s potential so that it can attract foreign investors. At the same time, Mang’eni urged the local youth to join the Saccos in order to make each ward an economic unit. “In our ministry, we promote cottage industries and if each ward had an industry then we could realize faster development for our people,” she said. The PS also advised Sacco members to come up with smaller groupings within the main organization, aimed at encouraging others to join their social movements. The PS at the same time urged the youth to assist farmers in value addition within the Sacco apex. Mang’eni also urged the county government to work closely with the county security team to ensure that fish traders at Soko matope are relocated in an organized way. “Let us ensure that the traders who had stalls at the former fish market are given priority,” she said. Additionally, the PS urged area residents to refrain from acts of lawlessness and mob injustice. “Development abhors chaos, so let us abide by the law,” she advised. 324 CHPs get bicycles to boost SHA registration drive In a significant move to improve healthcare accessibility, the Busia County Government, in partnership with World Bicycle Relief and Living Goods, has distributed 324 bicycles to Community Health Promoters (CHPs) operating in Kamuriai, Teso North Sub County. The initiative aimed at enhancing Social Health Authority (SHA) registration, with recent statistics showing Busia County lagging behind with a registration rate of 22%. The effort is expected to push this number higher by enrolling more people with SHA. **Bicycles issued to Community Health Promoters (CHPs).** Speaking at the event, Busia Deputy Governor Arthur Odera urged residents of Kamuria to ignore widespread propaganda and register with the Social Health Authority, citing its benefits. “We have solved the issue of mobility for you and therefore we expect you to reach out to more people and register them for SHA since we are lagging behind so that they can also benefit from affordable healthcare,” he said. On his part, Nixon Otieno, the Monitoring and Evaluation Manager for World Bicycle Relief, emphasized the importance of mobility in healthcare delivery. “By working closely with Living Goods and the Busia County Government, we are addressing one of the biggest challenges CHPs face, which is mobility. With these bicycles, CHPs can reach more households efficiently, leading to improved health outcomes,” he stated. The Sub County Medical Officer of Health (MoH), Catherine Ng’erori, reiterated the county’s commitment to strengthening community health systems. She noted that the initiative is also expected to reduce infant mortality rates as it enabled CHPs to reach this vulnerable group with essential healthcare interventions. “These bicycles will not only improve SHA registration but will also ensure timely healthcare interventions, especially for mothers and young children,” she said.
