Any Department of Defense (DoD) research, development, testing, or deployment of Brain-Computer Interfaces (BCI), neural implants, neurostimulation, or neurotechnology conducted under programs such as DARPA’s NESD, N3, RE-NET, or any related projects involving non-consensual human experimentation. 2. Any documentation referencing the name “Charlie HOUODUT” in connection with neurotechnology, brain-machine interfaces, artificial intelligence surveillance, or cognitive research programs. 3. Any incident reports, internal investigations, legal assessments, or ethical reviews regarding allegations of non-consensual neurotechnology trials, surveillance, or coercion by the U.S. government or affiliated private contractors. 4. Any classified or unclassified documents that assess the risks, legal status, or oversight mechanisms related to involuntary neurological experimentation or human trials involving military or intelligence-related BCI technologies. I request that the search for records include (but not be limited to) emails, memos, internal reports, contracts, agreements with private-sector firms, meeting notes, and research proposals spanning from 2010 to present. If any of these records are classified or withheld under FOIA exemptions, I request a detailed explanation for each exemption applied and a release of all non-exempt portions of the documents as required under FOIA.
