NYC agencies need to be able to quickly enable housing growth, Garodnick says. That, and working on our neighborhood planning processes.

Cities that passed parking reform, ADUs, and proved it was possible — great case studies, Garodnick explains.

"If we could think of a way to communicate it, we did it," Garodnick says about community engagement.

Garodnick explains, durning his time as a councilmember, that when talking to the Planning Department, "There was no common language, no common understanding."

When working on #CityOfYes, "To me, it was important to entirely change that dynamic."

Through #CityOfYes, NYC enabled over 100,000 sq ft of office space to be converted to residential units — more office space than in all of Philadelphia, Garodnick says.

There's a lot of interest in conversion, even with the challenges.

NYC has 59 community districts. In 2023, 10 of them created the same amount of housing as the other 49 combined, Garodnick says.

When thinking about #CityOfYes for Housing Opportunity, Garodnick says they wanted to see incremental changes across the whole city.

#CityOfYes isn't just about housing — NYC also did rezoning for climate and job creation.

"Each one of them was a significant initiative. City of Yes for Economic Opportunity was the city's largest zoning amendment ... until City of Yes for Housing."

Nickie Kane says this is the mayor’s playbook. He gives money to nonprofits so they push his agenda. Now he wants to change the rules so the City Council cannot vote on big housing and land use projects.
