MHR was part of Cortex Plus. Since that time, Cortex Prime was released, collecting and refining all Cortex systems. I’d start there if you can’t find the original Marvel Heroic book. #CortexForever #MarvelHeroic 🙂

I’ll add the Marvel Heroic Roleplaying using the Cortex Prime system would also be a good fit. And if you want to add more drama to the stories, you can customize the rules to do so!
