If a SEND child is distressed, & their has been neglect & low standards identified.
It doesn't matter about the complex needs they would have to take on.
A parent is not going to keep sending their child back into a safeguarding issue!

I think the issue is the positive choice does not align with the legislative agreed "suitable education" rules & regulations.

As a graduate, I would say learning support (my specialism), can be done by parents! I mean, when school closes, children go home.... The parent is still all roles! That would seek support if needed.
