The Government wants to cut the Living Wage from security, cleaning and catering workers in Government agencies.

The phrase "unskilled labor" is used to distract you from the fact that the work they are doing is necessary for society to function. Just because some necessary jobs require less training time than others doesn't mean those people deserve to live in poverty.
