“Mook” Petchnamrob alongside Anon Nampa, Somyot Pruksakasemsuk, and Phromsorn

We urge Thai authorities to immediately overturn the sentences against them.We urge

lèse-majesté (royal defamation) law—to target individuals who are merely peacefully
exercising their fundamental rights and freedoms of expression, peaceful assembly, and
association.
Court decision
On 20 February 2026, the Ratchada Criminal Court delivered its verdict.
The court sentenced the four defendants to four years in prison, but reduced their
sentence to two years and eight months due to their useful testimony, without suspension,
under Section 112 of the Criminal Code.

defamation. Each defendant was also fined 10,200 baht (approx. USD320) for violations under the Emergency Decree and for using a loudspeaker without permission. Following the filing of the bail application, Pimisri was granted bail along with Somyot and Phromsorn. However, for Arnon Nampa, this ruling constitutes his 11th conviction under Article 112, raising his total accumulated prison sentence across all cases to more than 31 years and 9 months. The organisations stated that the sentence is inconsistent with Thailand’s commitment to promoting and protecting human rights both domestically and internationally, particularly in its capacity as a member of the United Nations Human Rights Council (UNHRC). The group further noted that the ruling comes ahead of Thailand’s upcoming Universal Periodic Review, a UNHRC mechanism which asks member states to undergo a peer review regarding its human rights track record. What happened In November 2020, the defendants organized a public gathering on Phahonyothin Road and in front of the 11th Infantry Regiment in Bang Khen District without notifying authorities, with around 2,000 people in attendance. During the event, the group gave speeches that the authorities perceived to be misrepresenting the monarchy. In November 2021, Pimsiri was indicted on a total of 10 charges, including under Articles 112 (lèse-majesté), 116 (sedition), and Section 215 (participation in an unlawful assembly) of the Criminal Code. She was also charged with breaching COVID-19 restrictions. Following Pimsiri’s indictment, the court granted her temporary bail, subject to two conditions: 1) she must avoid any actions considered detrimental to the monarchy, 2) and she must obtain the court’s permission before travelling abroad. Despite submitting multiple requests between 2022 and 2024, Pimsiri was consistently denied permission to leave Thailand, preventing her from travelling abroad.
As a result, she was unable to attend a regular session of the UNHRC in Geneva, thereby disabling her from engaging in international human rights advocacy. The continued refusal to grant her permission to travel abroad constitutes a reprisal for her engagement with the United Nations. Pimsiri’s trial began in June 2025 at the Bangkok Criminal Court. In her testimony, she firmly denied advocating for monarchy reforms and making personal remarks about members of the Thai royal family. She clarified that her statements were made in the context of human rights advocacy and that she merely quoted a UN Special Rapporteur’s assessment that lèse-majesté laws are incompatible with democratic principles and international human rights standards. On 11 July 2025, UN experts expressed a serious concern over the ongoing judicial proceedings against Pimsiri, calling on the Government of Thailand to drop all charges against her and other human rights defenders who took part in pro-democracy protests. The experts also reiterated their call for Thailand to amend or repeal its lèse-majesté laws, stressing that the country must stop criminalizing individuals engaged in the legitimate and vital work of protecting civic space and human rights. On 20 February 2026, the Ratchada Criminal Court delivered its verdict.
The court sentenced the four defendants to four years in prison, but reduced their
sentence to two years and eight months due to their useful testimony, without suspension,

defamation. Each defendant was also fined 10,200 baht (approx. USD320) for violations under the Emergency Decree and for using a loudspeaker without permission. Following the filing of the bail application, Pimisri was granted bail along with Somyot and Phromsorn. However, for Arnon Nampa, this ruling constitutes his 11th conviction under Article 112, raising his total accumulated prison sentence across all cases to more than 31 years and 9 months. The organisations stated that the sentence is inconsistent with Thailand’s commitment to promoting and protecting human rights both domestically and internationally, particularly in its capacity as a member of the United Nations Human Rights Council (UNHRC). The group further noted that the ruling comes ahead of Thailand’s upcoming Universal Periodic Review, a UNHRC mechanism which asks member states to undergo a peer review regarding its human rights track record. What happened In November 2020, the defendants organized a public gathering on Phahonyothin Road and in front of the 11th Infantry Regiment in Bang Khen District without notifying authorities, with around 2,000 people in attendance. During the event, the group gave speeches that the authorities perceived to be misrepresenting the monarchy. In a small win, Thai criminal court has said thai activist Tawan Tulanon no longer needs to wear an electronic ankle monitor whist on bail in her Section 112 case. She's been wearing it for almost two years.

The Criminal Court ruled that Anon, Somyot, Pimsiri, and Promsorn were guilty under Section 112 and sentenced them to four years imprisonment each. Nattida was acquitted of this charge. The charge under Section 116 was dismissed due to a lack of evidence of intent to incite unrest, the absence of violence, and the peaceful conduct of the gathering. Regarding the charges under the Emergency Decree, Anon, Somyot, Pimsiri, Promsorn, and Nattida were fined 15,000 baht each. For the charge of using a loudspeaker without permission, Anon, Somyot, Pimsiri, Promsorn, and Nattida were fined 200 baht each. The defendants' testimony was deemed mitigating, providing grounds for sentencing. The sentences were reduced by one-third for each count, resulting in the following individual punishments: - Anon, Somyot, Pimsiri, and Promsorn were sentenced to 2 years and 8 months imprisonment without suspension for charges under Section 112 and fined 10,200 baht each under the Emergency Decree and for using a loudspeaker without permission. - Natthida was fined a total of 10,200 baht under the Emergency Decree and for using a loudspeaker without permission. - "Sai" Intira Charoenpura was acquitted. All three, Somyot, Pimsiri, and Promsorn, are currently applying for bail during the appeal process.

We have watched successive Thai governments increase the use a range of laws (including Lèse-majesté1 (section 112), sedition2 (section 116), the computer crimes act3, the Emergency Decree4 and others) to jail, silence & intimidate our friends, allies & human rights defenders and activists. We’ve seen the numbers of political prisoners rise steadily since the protests of 2020. Bung Netiporn Sanesangkhom5 was taken from us when she died on hunger strike while in jail protesting against Lèse-majesté & demanding bail rights. Moreover we have seen an increase of charge stacking, targeting the same activists over and over again, Narin, Sophon “Get” Suraritthamrong & Anon Nampha are but 3 that have been targeted in this way. The latter two are both currently serving long jail terms from multiple cases. This tactic by the authorities to ensure that either they are tied up in ongoing legal battles or are jailed for incredibly lengthy terms. Busbas’s case is a key example of this, he was recently jailed for 46 years with each post he made on facebook being considered as separate count, inflicting a massive total sentence on him.6 This month Dec 2025 again sees a plethora of cases7 with journalists, lawyers, activists all being targeted, largely for speaking out either in person or online. We’ve seen (as has also happened to friends in Hong Kong & Myanmar) people charged over merely sharing or commenting on Facebook posts. A case for which a verdict is due this month (on the 23rd Dec) relates to speeches at a rally “dismantle Thai Feudalism" on the 29th November 2020 outside the 11th Infantry Regiment in Bangkok, The 8 defendants have been charged with a wide range of crimes, from littering & traffic violations to Lèse majesté & sedition.
One of the defendants Pimsiri “Mook” Petchnamrob has been charged with Lèse majesté for simply repeating the words of the now former United Nations Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression David Kayne. She has been barred from international travel including meetings with the UN8 and her rights to freedom of expression, peaceful assembly, and association, both offline and online have been violated. She’s facing up to 15 years in prison. Another of the defendants in this case is Anon Nampha who as we have previously mentioned is jailed, his current sentence stands at over 29 years to which this case could add many more. None of the defendants in this case, nor in any of the many other cases should be being jailed for speech let alone on such flimsy grounds, this case shows clearly the tactic of the Thai Authorities of throwing as many charges at activists to see what they can make stick. It’s not justice, it’s persecution. To the Thai Authorities: ● Drop the charges against Pimsiri “Mook” Petchnamrob, Parit Chiwarak, Anon Nampha Phromsorn Wiradhammachari, Indira Charoenpura, Somyot Prueksakasemsuk Natthathida Meewangpla & Shinawatra Chankrajang ● Drop the charges against all other activists charged under 112, 116 & other political motivated prosecution. ● Release those already jailed & grant widespread amnesty that includes sections 112 & 116. ● Cease targeting of speech & expression Many other orgs & groups such as UN Office of the High Commission9, CIVICUS10, FIDH11, Frontline Defenders12 have made these calls in a more detailed & knowledgeable way. We join these calls, adding our voice to this, cause we want our Thai friends, allies and indeed all the peoples of Thailand to have a future where speech is not criminalised, where they can truly participate in deciding the laws that govern them, where a post, share or like doesn’t lead to prison, where the youth can grow up with the hope
