We need an Office for Eradicating Poverty, with a branch locations in every Black neighborhood and rural town. Everybody gets in a line and, if they are in the threshold, they can be interviewed by a government agent. The government agent will adopt a unique approach for each of the people, and to do so will start with asking "What is the biggest reason you believe you can not escape poverty?" Some people will receive special no-interest loans, other people will receive document fee waivers, (I've heard that homeless people have trouble with securing documents) other people will receive a list of resources they can use. (I.e., job corp, housing assistance, etc.) Poverty is the government's choice.
Importantly, three strikes you're out. If someone is unwilling to cooperate, or can't figure out how to get out of poverty by then, then they're on their own.

This is the opposite of culture war. The option should be available to all impoverished adults of 18 years, religious, atheist, Black, White, urban, rural, gay, straight, etc. Keep language mostly neutral, and it should unite different sides.
