Could Louisiana Congressman Garret Graves be tapped by Donald Trump to head FEMA? He wasn't chosen for U.S. transportation secretary, but now his name is surfacing as a choice to lead FEMA.

Garret Graves would be a solid appointment by a qualified appointee. Knowledge and experience seem to be disqualifying characteristics for the incoming administration, so I doubt that it will happen.
