These penguins are looking at a 10% tariff which actually indicates a trade surplus. Tokelau, Keeling and Jan Mayen Islands also have a 10% tariff, Jan Mayen is uninhabited. The Falklands (pop. 3200) tariffed at 41%. They don't export anything.
