The problem now is the point of the military action is to kill civillians. They can do all the prep work possible but if the idiot in charge "says I don't care I want to believe they are a threat we need to kill for political reasons" then the US military clearly isn't designed to stop that. The US has somehow allowed multiple psychopaths to gain high office and personally order murder every day because its how they get off. And somehow this hasn't brought down the government.
